SECTION B: POLICY, POLITICS AND ECONOMICS
Theme 5: Education for All

This Thematic Group welcomes papers on any aspect of the Education for All goals adopted by governments and international organizations, donor agencies and non-governmental bodies which attended the World Education Forum (2000). These six goals are:
- Expanding early childhood care and education
- Universal primary education by 2015
- Equitable access to learning and life skills programmes for young people and adults
- 50% increase in adult literacy rates by 2015
- Gender parity by 2005 and gender equality by 2015
- Improving quality of education
Papers are welcome that address issues regarding any of these goals or their policy implications including:
- Obstacles to achieving the goals
- Successful policies and programmes in achieving these goals
- Equity and rights
- Education policies and strategies to reach marginalised and excluded children, youth and adults
- The role and actions of the international community in supporting countries to achieve these goals
We look forward to receiving papers that address these issues from any perspective focusing on national and/or historical comparative analyses and which relate to the overall Congress theme of Living Together, Education and Intercultural Dialogue. We particularly look forward to papers from different groups and individuals involved in EFA including grass-roots or community level, regional or national institutions, bilateral or multilateral organizations, funding bodies and critical examinations of international cooperation.
